證書內容 (左至右) : 「EDUCATION DEPARTMENT / HONG KONG / Sir Robert Black Training College / This is to certify that LU Kwong-fai has successfully completed the One-year Primary School Teacher's Course at Sir Robert Black Training College and has taught for two years as a teacher-on-probation to the satisfaction of the Director of Education.」 ; 簽署及日期標示 : 「Director of Education / Principal / Date: 30th March 1965」
紙張， 黑墨印刷， 黑色原子筆標示。 香港教育司署署長的簽名上有教育司署的壓印。 證書上有港英政府的徽號及裝飾圖案。
柏立基師範學院於1960年成立， 初期名為第三師範學院。 初時設一年制課程， 學員需完成兩年的實習教學方可畢業。 畢業生可憑此證書向教育署註冊登記成為小學教師 (Primary School Master, PSM)， 於本地小學執教。
