此協議書是羅富國師範學院, 教育司署署長及羅富國師範學院學生 (何兆倫先生) 三方共同簽署的協議. 協議內容有六大項, 分別為 : 一, 學生需要在教育司署監督下, 自1951年9月1日起, 於羅富國師範學院接受為期兩年的師資培訓。 二, 完成兩年的師資培訓後, 需要在教育司署認可的學校或學院任教四年。 三, 學生需要在本港認可的學校或學院實習兩年, 表現合格後, 才能獲頒發畢業證書。 四, 在師範學院接受培訓期間的日子, 不會計算於由香港政府設立的退休金。 五, 學生於受訓時領有生活津貼. 教育司署會酌情決定津貼的金額, 並於任何時候撤銷或修改金額數值。 六, 如學生未能完成相關課程, 中途退學或於學校任教不足四年, 除非有適當理由, 否則須在三個月內退還所領取的生活津貼。
