Hong Kong began the implementation of nine years of compulsory education in 1978, and to enhance the professional standards of teachers using Chinese and English as the medium of instruction, the institute of Language in Education was set up by the Government in 1982. Apart from teacher training, the Institute of Language in Education focused on research, publishing, and international academic exchanges relevant to language teaching in Hong Kong. In the early years, the Institute campus was located at the Park-in Commercial Centre in Mong Kok. The institute was later moved to two secondary school campuses in Hospital Road, Sai Ying Pun, with a resulting improvement in the teaching and study environment.
